The Professorial Inaugural Lecture. Institutional Reforms for Urban Land Use Planning and Management in Sub Sahara Africa Evidence, Gaps and Prospects. The Urban landscape in African cities is changing rapidly and in fashion unknown in human history, leading to significant economic, social and environmental costs. The dramatic changes currently transforming urban land use structure and development are by and large driven by unfettered land markets. This has engendered dysfunctional and inefficient urban forms, deepened socio-spatial inequalities, accentuated environmental degradation and undermined productivity and full realization of potential agglomeration and scale economies. In addition, they have also contributed to deterioration of the quality of life, particularly among the urban poor. In most cases, African Governments, both local and central, are unable to marshal sufficient human and material resources required to manage land and urban growth in accordance with the concept,legislation,regulations and norms inherited from colonial administration. Horizontal or expansive urban forms which dominate spatial character of most Sub Saharan Africa cities imply higher cost of providing basic infrastructure services. Land occupied by urban centers in Sub Saharan Africa is expected to increase twelve fold in the coming decade (ESRF,2017);these demographic trends have significant implication of urban governance particularly on Urban land management.
